Some informations are missing.
Can you post maven output and those surefire files (at least one)
what is your env var MAVEN_OPTS value?
Due to Ubuntu 16.0.4's helpful upgrade, I have
$ java -version
java version "1.8.0_191"

And now

Who would not jump at the chance to build 9.4.13, which will be released
any day as of 9 days ago.
