Rafal,
Check your 2nd line of the xml config file is the right version for
jetty-9.x. It should be:
<!DOCTYPE Configure PUBLIC "-//Jetty//Configure//EN"
"http://www.eclipse.org/jetty/configure_9_0.dtd">
