It is possible to add a way to be able to retrigger a Gerrit build without having to provide login permissions.
E.g., for EMF's Gerrit build I have this:
As such, if a comment is added to the review containing the phrase "please rebuild", the build will be triggered again.

No-committers can rebase their change, or resubmit with a trivial change (like a newline in the commit message), or just ask a committer to do the above.
