See https://bugs.eclipse.org/bugs/show_bug.cgi?id=551728 for recent change from 1.4 to 1.5.
I think moving to 11 is not an option, 1.8 will be there for years.

Betreff: [jdt-dev] BREE for org.eclipse.jdt.junit.runtime
Hi all,
Some other issues in CI have highlighted (with a build failure) that some org.eclipse.jdt.junit.runtime bundle still use J2SE-1.5 as BREE. I'm not sure whether there is some constraint to force that; for example, are those bundles injected into the test runtime so they need compatibility with older runtimes?
Would it be an issue to move those to JavaSE-11 ? That will be one good way to avoid the build issues we're facing now.
