Sorry for repeating it, but Jakarta Persistence already depends on CDI.

Correct, it is there and it is there since JPA 2.1/Java EE 7. If an arbitrary reader/user can find one existing occurrence of integration between Persistence and CDI and not the other one which is there in the spec, then the persistence spec team probably has an issue to address. And the Platform spec team as well.
