If a spec implies that they are requirements, it is actively misleading people.  That spec text should be updated to be more honest about the actual situation and lack of guarantees around them.

Without taking a particular stance either in favour or against making them requirements, just wanting to pop the question here:

Should we make them requirements and should we provide guarantees around them?
