[iot-wg] New project proposal: Kiaora - IoT device security

We are very pleased to have a new IoT project proposal, called Kiaora. 
The scope of the project in around IoT device security and 
configuration.  Verisign is the company proposing the project and 
providing the initial committers and code contribution.
