Is this library required for running fog? If so, then in the terms of the
Eclipse IP process you are "distributing" it. It would be different if fog
would not require it but could takle advantage of it being available by some
curious coincidence. Then it would qualify as a works-with dependency. You
might want to take a look at the Eclipse Project Handbook [1] in order to get a
better understanding of how things work around here.
