I suggest we split this into:
org.eclipse.higgins.dependencies.redistributable
and
org.eclipse.higgins.dependencies.nonredistributable
and have a maven file in the nonredistributable that populates it.
Then our projects can depend on the JARs/PLUGINs in the those locations.
