[higgins-dev] REVISED: Wrapping Up Higgins 1M0.9

The following is a preliminary checklist for wrapping up 0.9, Please
update it to include any additional items and provide estimate for when it
can be done:
Change from version 0.8.0 to 0.9.0 in each MANIFEST.MF.
Get the ANT Builds working for targets JAR, WAR(where applicable), CLEAN,
and JAVADOC.
Decide whether we need PLUGIN targets also building.
Updates to the components pages - with links for component downloads.
Autobuild process working.
