enable zoom and only when the zoom level is not 100%.

Some code that requires advanced graphics functionality slipped into the
RC2 build.  As a result, editors using ScalableRootEditPart will not
open on linux machines that don't have Cairo installed.  This problem
has been fixed in the latest integration build (the second build on 06/14),
which can be downloaded here:
