You mean the outlook.com redirection crap?
That's protection against malware etc for Windows injected into mail received by outlook.
It sort-of works for html mail programs, as there they can hide the actual link, and instead show a nice name. It utterly fails in anything non-html, such as plain text messages, pdf files, tar files, and perhaps even other archives.
I may have to encrypt attachments if I want to send them through the email system unharmed, I think.
