Master branch will be opened for 4.11 contribution once the preparation work is complete. Till that time master branch will be closed

Here is the schedule:
Dec 5, 2018, 6pm EST | Wednesday | Release Candidate 2 build |
Dec 6, 2018 | Thursday | Bug verification and Sign-off 4.10 RC2 |
Dec 7, 2018 | Friday | 4.10 RC2 Promotion and contribution to SimRel |
Post RC2 we will be entering quiet period and the master branch will be closed.
Master branch will be opened once RC2 is released is what we agreed in the PMC.
