I opened orbit bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=282010 to track this. I get the same result, but if I try multiple times it seems to get the jar from a mirror correctly about half the time.

Does anyone know if the Orbit P2 repository hosted at download.eclipse.org is valid?  When I try to access it, I get the following error.

The file permissions are either wrong, or there is no default index file for this directory.

Please consider filing a bug against the project to let them know.

However, I can access an Orbit P2 Repo from one of the mirrors.
