[equinox-dev] Why are repositories stored in the configuration area?

Happy Holidays to the Equinox Team!

I was investigating how p2 works and I noticed that the repositories are stored in the 
configuration preferences area rather than in the workspace preferences area.  Is there a 
reason for this?  It has the potential to expose information in a multi-user environment.
