Hi John,
You probably should ask this in the user newsgroup. E.g.
eclipse.technology.equinox on news.eclipse.org.
I suspect you shoul not need to mess with framework bootdelegation.
Can you give a bit more detail and perhaps post your manifest and a
rough description of your bundle.
