Initial Provisioning is implemented as a bundle. There
aren't any hooks needed into the framework. So, you should be able to just use
the OSGi reference implementation of initial provisioning.

Declarative Services is coming very soon, hopefully in the next week or so. Unfortunately
we do not have anyone in the Equinox community who has stepped up to contribute
an Initial Provisioning implementation. Can you tell us what your
requirements are for an initial provisioning implementation? Thanks.
