[equinox-dev] change to the state cache format

The state cache file format has changed (version == 3). This will require the existing configuration area to be deleted, otherwise a NPE will occur in StateManager#readState.

I will be looking at the issue of disregarding the state cache when the format has changed / is corrupted.
