Upgrades from 2023-06 -> 2023-09 M1 don't work, see this comment for details. Short summary is there is a p2.inf error in Mylyn and the fix is in hand already and should be ready for M2.
I have been following the steps on https://github.com/eclipse-packaging/packages/labels/endgame - you can see the checkmarks as to what is done.
