I posted a copy of this for cross projects for M3. It will be
very hard now to make any changes to the installer for post RC2...
In any case, this is the RC2 aarch64 version of the Eclipse
Installer:

Unfortunately I am not able to test this installer because I
don't have such hardware. It would be much appreciated if
someone like you with access to such hardware would test the
installer and report any problems, or report that there are no
problems, via this Bugzilla:

Note that a convenient way to test the installer as if you were a
first time user is like this:
eclipse-inst -vmargs -Duser.home=<absolute-path>
-Doomph.setup.user.home.redirect=true
The absolute path need not exist yet, but you need to have
permission to create a folder there. This will be treated like
your home folder and everything created by the installer and by
the launched installation will be nested in that folder, so you
can completely delete it afterwards.
Note that this will actually install RC1 because I can't really
update the catalogs to RC2 because that's probably the release
version.
