This is not the best patch, it's been improved later, but basically, EPP build can now list other sites that are not SimRel to include non-SimRel content.

The installable units that are not part of SimRel but part of EPP are also added (by editing the category.xml file) to the EPP website so they're available to the installer.

This basically makes EPP able to become an alternative aggregator to SimRel, for projects that want to maintain a package but need more flexibility and independence than usual SimRel process mandates.
