I imagine it's because the person(s) who normally smoke tests this and reports back with a +1 didn't do so, perhaps because summer PTO [0].

Based on WTP process doc [1], it appears the guilty parties are:

• Eclipse IDE for Java EE Developers: Chuck Bridgham
• Eclipse IDE for _javascript_ and Web Developers: Ilya Buziuk
