Download packages are available from Hudson at

  https://hudson.eclipse.org/packaging/job/oxygen.epp-tycho-build/408/artifact/org.eclipse.epp.packages/archive/

and the corresponding p2 repositories for updates are

  http://download.eclipse.org/technology/epp/packages/oxygen/2.RC3/ and
