That may be a good compromise, adding "IDE"
to the project name, because I would be reluctant to remove the term "packaging"
from the project name.

Is someone attending ECE this week? That would be a good
opportunity to discuss this and other things in person.

I think it would address a branding issue - EPP is really targeting the
Eclipse IDE and not packaging all Eclipse projects. 

Renaming "Eclipse Packaging Project" to "Eclipse
IDE Packaging Project" would work for me, and I think it would be
a good improvement over the current state..
