OK so reproduced it on another fresh install of JavaEE M5 on OSX : 

- click "install new software"

- p2 install dialog shows up

- error reporting shows up

- click next on error reporting 

- error reporting dialog becomes unresponsive, as focus is back to p2 window

- close p2 dialog

- error reporting gets focus and becomes usable again.

I'll open a bug report

I’ve hard times to see how an non-modal dialog can cause a UI dead lock. The P2 dialog is modal. Thus the send dialog can't get focus and as such the buttons are disabled. The P2 dialog, however, should have focus.

I read, however, that some window managers have a bad window placement in some cases. This has been reported for Mac [1]. If it’s actually a lock, please raise a bug and provide your version of Linux, which window manager you use etc. The dialog placement has been tested under Windows 8, Mac and one version of Linux (can’t say which one out of my head).
