[emfcp-dev] Commit rights for Aleksandar Shterev have been expired

Maximilian Koegel has expired the commit rights for Aleksandar Shterev
(ashterev).  The reason for this change is:

Aleksandar told me that he will have no time any more to make contributions
to ECP regularly, since he is in his final year at university. Therefore he
asked for his resignation.
