That is what I did... 

I installed eclipse new, and then imported the work space.  I had to set the location of the arm compiler  and reload Packs but get the error everytime I start debugging and could not get any information from the error message to isolate root cause.

I don't know how you 'upgraded', but the recommended procedure is to install a new Eclipse, create a new workspace and import your project there.
