I suggest that you add committers from Soteria and Exousia that are likely to contribute as initial comitters to the proposal.

Initially the plan was to create the project under either GlassFish (like Concurro was) or Soteria (to group all security implementation projects together). I think it makes sense to invite people from both the GlassFish and Soteria (and Exousia) teams.
