[ee4j-build] Generated Legal Documents and incorrect Third-Party Content in NOTICE

The websocket-api project is in the process of bringing in the various "legal documents" that the wiki mentions at ..

However, the generated NOTICE file is a bit off, especially in the section for "Third-party Content".

Are the individual projects free to update the "Third-Party Content" section of the NOTICE file on their own?

Or do we need to get approval from the legal groups at either the ee4j-pmc or Eclipse Foundation for any proposed changes first?
