You were an elected board member so you know bit about how such formal
processes work: minutes are reviewed and approved via a vote. I'm not
sure anyone is (I as elected committer representative am) authorized to
speak with the voice of the Steering Committee.
I find it a bit frustrating that bringing discussions and getting
answers about desired IDE future seems way less straightforward and
agile than with usual processes (eg good old mailing-list discussions).

I think you've made your doubt and frustrations clear on multiple
occasions already so there's probably no need to revisit that point.

The platform project has a representative on the planning council. You
can communicate with your project's representative...
We decided with the planning council that we need to discuss that with
the community to get the different inputs and requirements before
taking a decision. Ed Merks will open a bugzilla dedicated to this
issue, the discussion will go on their and when we will have received
enough inputs the planning council will statute.

Yes, though I'm not sure a Bugzilla discussion with opinions from the
few people who care is the best way to reach a decision on a such a
complex and sensitive topic. The meandering path of the following
closely related Bugzilla has me a little concerned:

At least, is it possible to know what entity is going to have the
final say here: planning council or working group? If discussion
should take place with Planning Council, I'll happily ask there instead.
The planning council is in charge of this kind of decision, the
steering committee as already express their intent which was :
Build artifacts made available at the Eclipse Foundation are
verifiably the ones built by respective projects.
I look forward to formulating a cohesive strategy backed up by facts and
documentation. I think it's very helpful that you've proposed and
implemented an alternative...
