[eclipse-dev] Retrieving sites from a URL

Hello, 

Given a URL, a File or String pointing to an eclipse (or derived product) directory (for example d:\eclipse (the features and plugins directories being children of this one)), 
is there an API that can gives me all the features and all the plugins that are directly or indirectly (links) in this directory. 

An extra thing is that this install of eclipse might have not been ran.
