Hi Folks,

I'm attempting to keep the bucky builder happy/building the ECF sdk, but the last few run attempts have resulted in this error toward the end of the HEAD-SDK build job:

ERROR: Unable to acquire PluginConverter service during generation for: <https://build.ecf-project.org/hudson/job/C-HEAD-sdk.feature/ws/buckminster.output/org.eclipse.ecf.sdk_3.13.4-eclipse.feature/site.p2/plugins/org.eclipse.ecf.provider.irc_1.3.200.v20170104-0826.jar.pack.gz.>


I don't understand what's necessary to fix this.   Any thoughts?
