[ecf-dev] ECF 3.13.0 released

Hi Folks,

ECF 3.13.0 is released.  See download [1], and New and Noteworthy [2].  
The version qualifier is [3], and the git tag is [4].

The main addition to this release is some API additions to aid in the 
creation of custom distribution providers for ECF RSA.   In addition to 
the API, there is also a tutorial/example [5].
