[ecf-dev] Hazelcast-based distribution provider started

Hi Folks,

I decided to create a Hazelcast-based remote services distribution 
provider, and so create a new repo at ECF's github [1].   I also 
committed a first cut implementation and test code.    It's kind of 
amazing that it already works, with only 5 small classes [2].  It's not 
done yet though, as I need to add handling the HC configuration.

Anyway, if others are interested in contributing, testing, using, please 
let all know.
