For everyone's info: I've pushed the core and identity bundle ee
changes to a new branch: bug464817. Just to be clear, the ee update
(for ECF 3.10.0/Mars) was to 1.5...rather than to 1.6 as I originally
proposed in subject line...in order to be certain things would continue
to run on as many active environments as possible.

As stated on the comment, without objection I expect to merge the
contents of bug464817 to master on ~4/25/2015.

Good question. I downloaded Felix 4.6.1 (current version) and it has
this in it's manifest:
Require-Capability: osgi.ee;filter:="(&(osgi.ee=JavaSE)(version=1.5))"
...so Felix's current minimum is set to 1.5.
I'm not aware that anybody is using ECF on Concierge.
It could very well be that someone is using Concierge without our
knowledge. What is Concierge's minimum EE these days?
I suppose to be safe that we could leave it at 1.5 for Mars, since it
allows what I'm wanting to add (UUID) for this release.

My plan is to make these changes/additions by 4/25/2015...so that they
can be in Mars...unless there are objections raised on 464817. I
think that the best course for Mars will be to update to 1.5 as ee
minimum. Please if you have any objections to that for whatever
reason raise and discuss on bug as soon as possible.
