I've created a New and Noteworthy draft for 3.10.0 here:

I would appreciate any review and/or amending (e.g. adding links to
active Remote Services Tooling bugs, more and/or clarifying prose
description of existing entries, new entries that I've missed, etc).
I've submitted the IP log and started the process for scheduling a
release review for 3.10.0/Mars.
