[ecf-dev] ECF 3.9.1 warm up and testing

Hi Folks,

I've done a warm up build of ECF 3.9.1, and it's available for install 
and smoke testing [1].   If you find any new issues please open a major 
bug immediately and add me to cc.  I will plan to do final build and 
releng on Sunday, Nov 16.
