[ecf-dev] httpclient4 provider contribution

Hi Folks,

With a contribution from ECF contributor Thomas Joiner, and some work 
from me, I've added a new ECF filetransfer provider based upon Apache 
httpclient4 (httpcomponents).   This could possibly be used in future 
versions of p2/Equinox...but it will *not* be in the Juno release.

See this comment/bug for further details/info [1].  I would request some 
help from other ECF committers and the rest of the ECF community in 
testing this new provider under various proxy conditions, as I don't 
have access to all the various configurations of proxies that people 
will wish to use.
