[ecf-dev] ECF RC3+1 contribution to Helios completed

Hi Folks,

From here on out until Helios release, I will send out notices when I 
do ECF release builds and contribute them to the Helios simultaneous 
release build.

The ECF RC3+1 build is due tomorrow/Monday 9am eastern time [1]...but I 
will be away this evening and tomorrow am, so am doing our RC3+1 
contribution now.

The build from the builder is here [2].  The Helios contribution (as it 
has been), is now at [3]. 

The source tag applied was [4].  The qualifier was [5].
