[ecf-dev] ECF API and feature freeze

Hi Folks,

Since we're at M7 with Helios now, just a reminder that we're under an 
API and feature freeze for code hosted at dev.eclipse.org.

At some point in the next few weeks, we will create a release branch and 
then work on HEAD can continue for 3.3.1 and beyond.  But for the next 
few weeks, please concentrate on testing and bug fixing on HEAD for 
Helios release.

Just to be clear, this freeze does *not* apply to projects at 
ecf1.osuosl.org.
