Hi Roland and Dann,
We are in the process of moving from Smack 2.2.1 (what ECF 3.0 used/is
using) to Smack 3.1.0. See this bug for info

There has been and is going to be a lot of work adding things like
Google services to the xmpp provider
https://bugs.eclipse.org/bugs/show_bug.cgi?id=287337, as well as other
things over the next release cycle. So it seems to me likely that with
the appropriate contributions adding things JEP-0174

If I am not mistaken, ECF does use Smack as well; in which case you need
to check for the current Smack version in use.
