In addition to the bug that Scott mentioned, there is also bug 238966 [1] which is intended to expand the sharing relationship beyond a single file to an entire project. However, there are still issues with the implementation. As you may imagine, it is non-trivial to test shared editing. For starters, you're forced to "waste" someone else's time besides your own when testing and as Scott mentioned, none of us work on ECF full-time.
There is no doubt in my mind that there are users out there that have a need for some kind of shared editing functionality within the Eclipse workbench and some of these come to ECF looking for such a feature. I have first-hand experience from chatting with some of these people on IRC.
Hence, I would like to echo Scott's comment that if this matters to you and you would like to make a difference, please make it known here on the mailing list or on the bug in question. We would be more than happy to try and help you get up to speed with the code base.
