Yes, I suspect that's it.

It's the 'core feature' (the only one for ECF...right now anyway) and 
it's in this project:

org.eclipse.ecf/releng/features/org.eclipse.ecf.core-feature

and the tests feature (which I think you did).  And the ecf.core.map 
file must be updated to include the map entry for any new/additional 
plugins added to the core-feature...but I think you already did this.
