Hi Folks,

I've added the following three bundles to the ECF core feature (and 
therefore to the build):

org.eclipse.ecf.osgi.services
org.eclipse.ecf.osgi.services.discovery
org.eclipse.ecf.osgi.services.distribution

This is in order to support the work on implementing RFC119 (bug 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=249240).

The folks working on the RFC119 support (Jan, Markus, Marcelo) should 
get these bundles and begin working with them.  There is also a nascent 
test bundle called org.eclipse.ecf.tests.osgi.services.distribution in 
the tests module.
