[ecf-dev] How many rules does Eclipse need?

Hi Folks,

For those that don't read the planning council or cross-projects mailing 
lists (probably most if not all of you), there's a discussion going on 
about how many rules (must dos) the Galileo release train needs.  
There's an improptu survey here:

I think the survey is supposed to be limited to committers, since the 
decisions mostly affect them.
