Yes. How much depends upon what exactly you mean by 'ESB capabilities',
but the following are true/relevant:
1) ECF has a clear separation (at level of bundles) between apps, ui,
and framework code...so can be used to create RCP and/or server-based
apps as well as Eclipse plugins
2) ECF already has providers based upon JMS and
JavaGroups...http://ecf1.osuosl.org, and other providers are easily created
3) There is also a remote services API in ECF:
http://wiki.eclipse.org/ECF_API_Docs#Remote_Services_API and this API
is already implemented by the providers in #2
