I would be in favor of being in the Runtime top-level project...rather
than tools. But I don't know where the Runtime project is in it's
lifecycle...i.e. when that would happen (prior to Ganymede?).
If it happens pretty soon (i.e. by April) I would say we press to go
there directly...if longer then move to tools asap and then go to the
runtime project when it's ready.
