[dtp-pmc] M1 Iteration 2 goals

For the M1 iteration starting on 10/13 and ending on 10/19, the DTP team
has decided on the following goals:

Connection Framework
----------------------------------
1. Add connection profile components of connection management framework in
the download build
2. Document connection management framework API and extension points

ODA
-------
1. Make the ODA run-time framework available in the download build
2. Provide documentation about the ODA run-time API and extension point
3. Provide an exemplary implementation of the ODA run-time interfaces

We're looking forward to making these deliverables available to the
community on iteration completion.
