Please note that there is no requirement that debug engines (or any other technology that works with Eclipse) be free to use. In fact, the purpose of the Eclipse Foundation is to create and promote extensible frameworks that the ecosystem (i.e., companies) can use to sell services and products and be profitable.

activestate ... not all of their debugging engines are 'free' to use.
