[corev-dev] Committer Election for Nandni Jamnadas on OpenHW Group CORE-V Cores has started

A committer election for Nandni Jamnadas on project OpenHW Group CORE-V Cores
(openhw.corev) was started by Jeremy Bennett with this criteria:

Nandni Jamnadas is a member of the Embecosm GNU compiler team, and is also a
UK Electronics Skills Foundation scholar. Although early in her career, she
has already made a significant contribution to the GNU tool chain for CORE-V,
leading the team updating binutils-gdb for CV32E40Pv2 and adding
comprehensive builtin support to gcc.

Contributions to CORE-V:
- author of 22  commits to binutils-gdb for CORE-V
- author of 9 commits to gcc for CORE-V (notably providing all the SIMD
builtins)
- project lead for the CORE-V GNU Tools project
- runs the weekly CORE-V GNU Tools meeting

Other contributions:
- update on CORE-V GNU tool chain at GNU Tools Cauldron 2022
- tutorial on implementing RISC-V builtins at FOSDEM 2023
